EXPLAINER: Harris County softens stance on pot possession

A growing number of states have already taken the stigmatism out of the use of recreational marijuana by passing various incarnations of marijuana legalization or decriminalization referendums.  Some states followed the lead of Colorado and legalized marijuana for recreational use outright. Under the new Harris County program, there will be no arrest, citation, charge, jail or record for those caught possessing up to four ounces of marijuana.  If less than four ounces of marijuana is found on a person, the person agrees to take a four-hour educational class within 90 days.  Once the class is done, no charge is ever filed.
